Can you please give some ideas how to approach women while walking on the street? How to meet them? How to approach them?

I am a man, so I may be wrong, but I think there are better places to meet women than walking down the street. That said, if you really had to meet a particular woman, I think I would probably just walk up and just start talking to her. Trying to meet women just walking around outside is a mildly clumsy thing to do and I think there is no elegant way to do it. I would say simplicity might be your priority.
I would be wary of any man that approached me on the street and tried to strike up a conversation, especially if he wanted to take it further than a "hi." But that's just me.
If you want to meet people try joining a church, gym class or going to a club. Or, volunteer for an organization that helps in your community. Also, ask your friends to set you up on blind dates (that's how I met my husband).
Yeah, you really should avoid it if at all possible because you will
1. creep them out 2. look like a clumsy ass
if it absolutely cannot be avoided (and I cannot imagine this ever being the case) then just keep it simple and quick (think band-aid removal or civil war era amputation) so as to minimize pain for all parties.

I'm with Deb. I think I'd turn tail and run if a guy approached me on the street. Well, I'd probably shoot him a dirty look first.
I agree with Deb and Jane.
If a man approached me on the street and wanted to get to know me it would scare me! I'd get away as fast as possible!
Is this Garlic Boy again? I don't think we can help you.
